RED CLIFF-Lincoln Morris, a member of the Red Cliff Band arrested for playing a drum at the capitol, filed a federal lawsuit on Thursday.

He claims authorities violated his first amendment rights.

Morris also alleges the new rules, banning instruments from the capitol, restricts political speech.

He says drumming runs deep in native culture and he was using the sound to protest possible northern mining projects.
