Jim Shearer, a long-time former Duluth city councilor, and advocate for people with disabilities, has died.
Shearer served on the council from 1980 to 1992.
Lt. Governor Yvonne Prettner-Solon was on the council with him for four years and says he always brought balance and fairness, and was a tremendous advocate for the handicapped.
Shearer, himself, suffered from polio as a child and used a wheelchair.
He died at his home Monday at the age of 66.
