DULUTH - Whether it is a terror attack or natural disaster, emergency crews throughout the country prepare for the worst.
On Wednesday, a full-scale mock oil spill began in the port of Duluth-Superior.
It was a training exercise for the Coast Guard and 50 other federal, tribal, state and local agencies.
"You prepare for the worst so that you're ready when something happens," said Lt. Judson Coleman, of the Coast Guard.
Coast Guard officials tell us it's a way to establish response strategies and improve readiness levels for first responders.
The mock spill will last through Thursday.
