Man Charged in Crash that Killed Northern Minnesota Couple

Charges Say Alcohol Played a Role in Crash

A St. Cloud man is accused of driving drunk and without a license when he went through a red light and struck another vehicle, killing a wife and husband from northern Minnesota.

The Star Tribune reports 22-year-old Tom Souvannaphong was charged Monday on counts including criminal vehicular homicide.

Authorities say 45-year-old Kathy Davey and 51-year-old Kevin Davey, both of Hibbing, were killed in the crash Saturday night in Sauk Rapids.

Criminal charges say a preliminary breath test administered to Souvannaphong after the crash registered a blood alcohol content of 0.101 percent, above the legal limit to drive.

Souvannaphong was being held Tuesday in lieu of $150,000 bail.

Defense attorney James Spangler says his client is “understanding of the seriousness” of the case.
