St. Paul Police Cleared in fatal Shooting

A Ramsey County grand jury has cleared St. Paul Police of any wrongdoing in the fatal shooting of a man who was armed with a rifle. 

The county prosecutor’s office says the grand jury declined to indict the two officers involved, finding their use of deadly force justified. 

28-year-old Justin Tolkinen, of St. Paul, was shot and killed during a confrontation with police in March of 2015. 

Officers were called to a home on reports of a man with a rifle.  When police arrived, they found Tolkinen wearing a bulletproof vest and holding an assault rifle. 

Officers fired nonlethal bean bag rounds, but the man picked up the rifle and aimed it at the officers. 

Two officers opened fire, hitting Tolkinen. 

No officers were injured during the incident.
