Mayor Emily Larson appeals decision on the Carter hotel property

The city of Duluth is appealing a decision by the Bureau of Indian Affairs to put the Carter Hotel property in trust.

The site is now sovereign land, subject to the jurisdiction of Lake Superior Chippewa.

The designation means it will no longer be subject to local property taxes and it will grow to include more of downtown Duluth than just the Fond–Du-Luth Casino.

The Carter Hotel was purchased by the band in 2010 in hopes of tying the property in with their casino next door.

Relations between the band and the city have frayed in recent years because of a dispute over shared revenues from the casino.
