MINNEAPOLIS-The U.S. Forest Service is downgrading an environmental review for a proposed copper-nickel mine in northeastern Minnesota. The Forest Service says it will do an environmental assessment, rather than an environmental impact statement, on Twin Metals’ proposed project.
