Duluth Man Shot at ‘The Wall’ in October, Charged with 1st Degree Sale

DULUTH, Minn. – On Thursday, March 23, investigators from the Lake Superior Drug and Violent Crimes Task Force executed a search warrant at an apartment in the 10 block of East 4th Street in Duluth.

The search warrant was a result of an investigation into the sale of controlled substances, specifically cocaine by a male at that address.

During the search, investigators found approximately 19 grams of cocaine, two pounds of marijuana, and two grams of LSD.

Investigators arrested 20-year-old Justis David Harvey of Duluth, on probably cause charges of 1st Degree Sale of a Controlled Substance (Cocaine), 3rd Degree Sale of a Controlled Substance (Hallucinogen), and 5th Degree Sale of a Controlled Substance (Marijuana).

On Monday, March 27, the St. Louis County Attorney’s Office formally charged Harvey with 1st Degree Sale of a Controlled Substance.

At the time of Harvey’s arrest, he was on probation in St. Louis County for 5th Degree Possession of a Controlled Substance, Possession of a Pistol without a Permit and Driving without a Valid License.

Harvey has criminal convictions in Minnesota for 5th Degree Possession of a Controlled Substance, Possession of a Pistol without a Permit, Possession of Marijuana in a Motor Vehicle, and Possession of Drug Paraphernalia.

On October 2nd, 2016, Harvey was wounded in a shooting at “The Wall” on Skyline Parkway in Duluth.
