Sex Offender Relocates to Duluth
The Duluth Police Department is Notifying the Public
DULUTH, Minn. – The Duluth Police Department is notifying the public of a level three sex offender that has moved to Duluth.
David Charles Workman moved to the 200 block of North 22nd Avenue West on May 4th.
According to the Notification of Release, Workman has a history of “possessing child pornography and has engaged in sexual contact with minor female victims (ages 3, 6 & 8). Contact included sexual touching and penetration. The offender used his position of authority and coercion to gain compliance.”
He was known and not known to the victims.
