25-Year-Old Duluth Man Charged With 2nd Degree Murder in Death of Girlfriend

DULUTH, Minn. –Dale John Howard has been charged with murder in the death of the girlfriend he had been ordered to stay away from just nine days earlier.

Howard, age 25, faces two felony counts in the death of Allisa Vollan, age 27.

She was found dead in an apartment complex at 31 East 5th Street on Friday.

Howard is charged with 2nd Degree Murder Without Intent While Committing a Felony, and 2nd Degree Murder While Under Restraining Order for Protection.

Howard had an active Domestic Abuse No Contact Order against him regarding Vollan.

According to the criminal complaint filed Monday, Howard had been arrested on domestic assault charges against Vollan on March 9.

On the 12th, he was charged, and the court ordered a restraining order against him.

March 22, about 1:30 a.m., neighbors said they heard a woman crying in his apartment and heard a man with an angry tone.

Neighbors said they also heard a woman “making muffled, moaning sounds” and then “a series of loud thuds and a dragging sound.”

Howard told police he had been with Vollan at his apartment earlier in the evening, and that after he went out alone, he returned and she was sleeping.

He said he slept on the couch, and that when he woke up in the morning and checked on her, she was not breathing.

He said he called his father, who then came over to the apartment, and then Howard called 911.

The complaint says Howard told police he did not assault Vollan and does not know what happened.

A GoFundMe has been set up to help with funeral costs.

The GoFundMe says Allisa is a graduate of Denfeld High School and had “an abundance of great friends that stuck with her through life.”

The post went on to say “she always looked forward to her next adventures and the new friends she could meet.
