BREAKING: Officers are on scene of a welfare check in the 3000 block of Restormel Street in Duluth’s Lincoln Park that has required the Crisis Negotiations Team to respond.

“This remains an active and ongoing scene and we encourage the public to stay away from the area to allow our officers room to work,” according to Public Information Officer Mattie Hjelseth.
