Company working with Incline Village Developer terminates contract; Website removed
DULUTH, Minn. – ICS, a construction and development company, has terminated its contract with Incline Plaza Development.
That’s according to an e-mail they sent to the City of Duluth on July 3, 2025.
Incline Plaza Development is the lead to develop a property called “Incline Village,” which would be on the site of the old Central High School.
ICS’s e-mail did not say why they terminated their contract with Incline Plaza Development other than it was “pursuant to the terms of its agreement.”
Incline Plaza Development had failed to meet benchmarks expected for getting financial help from the Duluth Economic Development Agency.

ICS President Andy Faulker said in the e-mail, that while no longer working with Incline Plaza Development, they would continue to monitor the site to ensure Minnesota Stormwater Pollution Prevention Plan is followed.
A follow-up e-mail from ICS also pointed out that Incline Plaza Development had taken down the website for Incline Village.
That website had previously housed drawings and plans for the development.
The website is now a mostly blank page that says in part, “This account has expired.”
