Man that escaped from Northeast Regional Corrections Center captured
DULUTH, Min. – Michael Todd Hart, the man who escaped from Northeast Regional Corrections Center (NERCC), has been captured.
The St. Louis County Sheriff’s Office reports that around mid day on October 7, 2025 law enforcement captured Hart at a Cohasset home.
Hart was arrested after his escape from NERCC on September 23, 2025.
Deputies says Hart was located underneath a basement stairwell and refused to exit the stairwell.
A “pepper ball” was deployed at Hart which led to him being placed into custody.
Deputies say, “Hart remained uncooperative after being placed in handcuffs and assaulted deputies on scene”.
Law enforcement say they received tips of Hart’s whereabouts leading to his capture.

Devon Michelle Shackelton was also placed under arrest for aiding an offender.
Shackelton was previously arrested when Hart first escaped, but she was released form jail a few days following the escape.
The Lake Superior Violent Offenders Task Force, St. Louis County Sheriff’s Office, Aitkin Itasca Mille Lacs VCET and Itasca County Sheriff’s Office were all part of the arrests.
