Indictment filed for drug case tied to immigration raid in Hibbing
DULUTH, Min. – Arcadio Carrera Flores made is first appearance in Minnesota state court on October 31, 2025.
He is facing charges of Felony 3rd Degree Sale of Narcotics and Gross Misdemeanor Possession of a Firearm by an Illegal Alien.
It appears thought statements and timing, the investigation into Flores is tied to immigration raids in Northern Minnesota on October 29, 2025.
The indictment explains the case related to drugs, but does not explain any federal actions.
The indictment says in late 2024 Flores “came to the attention of an investigator of the Lake Superior Violent Offender Task Force” as someone that was potentially selling cocaine. The investigator then created a social media account to connect with Flores. In conversations via social media Flores said he worked at La Tequila Taco Shop in Hibbing.
The investigator had limited contact with Flores until about a year later. That is when the Lake Superior Violent Offender Task Force (LSVOTF) “began receiving information that cocaine was being sold out of La Tequila Taco Shop.”
The indictment says the investigator then, via social media, struck a deal to purchase $100 worth of cocaine from Flores. The deal would take place at La Tequila Taco Shop. The indictment says on September 30, 2025, the investigator purchased what turned out to be .55 grams of cocaine from Flores.
Then on October 21, 2025, the investigator stated via social media they wanted to purchase more cocaine.
Flores allegedly then said they would make the sale sometime around Halloween.
Following that loose set-up of a time for the drug deal, the LSVOTF got a search warrant for La Tequila Taco Shop.
They executed the search warrant on October 29, 2025.

The indictment says the restaurant, “had living quarters in the back of the restaurant.”
The indictment also stated a pistol was discovered in a bedroom of the living quarters. The indictment did not directly say who owned the firearm, but the firearm was allegedly in a desk that had documents with Flores’ name on it.
Flores was arrested on the scene.
The indictment mentioned federal law enforcement twice. The indictment said Flores was arrested, “with the assistance of federal agents.” The only other mention was the sentence “Federal agents confirmed Defendant was in the county illegally.”
