Update: Union complaint against CAD focuses on job role

UPDATE:
Union officials have provided FOX21 with documents showing their complains.

The main complaint is one employee has been given more responsibility at CAD.

The union says that employee’s current role is not the one that they were hired to do, and should get a raise commiserate with the new duties.

The second part of the complaint is regarding alleged actions of  Executive Director Classie Dudley.

They claim that Dudley “has threatened retaliation and engaged in acts of intimidation” towards a witness in  duties and salaries part complaint,

The complaint did not mention any specific any actions allegedly made by Dudley.

DULUTH, Min. – More than two weeks after an AFSCME news release claimed an “Unfair Labor Practice” complaint had been filed against Community Action Duluth (CAD) it appears nothing has actually been filed.

FOX21 has asked for a copy of the complaint from the union multiple times over multiple days and they have not been able to produce one.

The National Labor Relations Board (NLRB) website does not show any Community Action Duluth related documents since 2023.

That is when the union officially formed.

That union document of certification was officially filed on August 10, 2023.

It showed 8 of 14 people eligible to voted unionize.

The union held a news conference on Thursday, November 20, 2025 discussing some general concerns regarding Community Action Duluth.

Employees present and former claimed “hostile work environment, financial mismanagement, and leadership failures” under Executive Director Classie Dudley’s watch.
