Dashcam and bodycam video released from deadly deputy-involved shooting

DULUTH, Minn. – The St. Louis County Sheriff’s Office has released video from the body-worn cameras and squad video (dash cam) from the deadly deputy-involved shooting on February 10, 2026.
The video shows the chase, crash, and exchange of gunfire between deputies and Donald Felver III, 30, of Duluth, who died at the scene from gunfire.

The video starts with showing Felver driving erratically on Grand Avenue just before 9:45 p.m. on February 10, 2026.
That is when he was first noticed by deputies. The video shows Felver not stopping when the deputy’s squad lights and sirens were activated. Felver stopped for a few moment in an alleyway, then continued driving until he was stopped via a “PIT maneuver”.
The Sheriff’s Deputies approached Felver’s vehicle after the PIT maneuver.

They said gunshots were then fired from inside the vehicle in the direction of the deputies. They returned fire.
Felver was pronounced dead on the scene. No deputies were injured.
Minnesota Bureau of Criminal Apprehension (BCA) crime scene personnel recovered a handgun and spent casings from inside of Felver’s vehicle.
The St. Louis County Sheriff’s Office requested the BCA investigate the use-of-force.
The initial investigation says Felver was responsible for a murder earlier in the day.
