Man charged after West Skyline Parkway hit-and-run

DULUTH, Minn. — A man has been charged after a hit-and-run on West Skyline Parkway last week.

According to court documents, 68-year-old Jeffry Luck has been charged with two counts of criminal vehicular operation, bodily harm, and leaving the scene.

In a statement to officials, the victims say that around 4 pm, they were walking on W Skyline Parkway on the median near the white fog line, and in the gravel slightly off
the road.

According to officials, the victims said a vehicle “out of nowhere” hit both of them and then left without stopping.

One of the victims was thrown into a nearby ditch and landed on their leg. The other victim was transported to the hospital with a broken nose, a fractured hand, and pain in the neck.

Officials say around an hour later, they received a call from Luck’s ex-wife saying that he had called her, saying that he had hit someone on Skyline Parkway, and was waiting at a parking ramp.

Police then found and arrested Luck, who said that they “They flew over my car”  and that prior to the police arriving had believed he had killed them.
