Level III Sex Offender Relocates to Duluth

The Duluth Police Department is notifying the public of the release and relocation of a Level III sex offender. 

54-year-old David Robert Houle is now living in the vicinity of the 700 block of West First Street in Duluth. 

Houle has a history of engaging in sexual contact with an adult female victim, who was not known to him. According to police, he approached the woman  in a parking lot, choked her, forced her up against a vehicle and demanded her keys.  A security guard interrupted the incident. 

Houle later admitted that he was attempting to take the victim to a secluded area to rape her. 

He has a long criminal history including convictions for window peeping and aggravated robbery. 

He has served his time for the crimes, and is not currently wanted by police.
