Appeals Court Upholds Conviction in Superior Killing

MADISON, Wis. (AP) – A state appeals court has upheld the conviction of a man serving a 40-year prison sentence after pleading guilty to fatally shooting a Superior man in 2014.

The 3rd District Court of Appeals on Tuesday upheld the felony murder conviction of 20-year-old Chance Andrews. He pleaded guilty to felony murder in the shooting death of Garth Velin during a drug-related attempted robbery at his home. Andrews was sentenced to 25 years in prison to the murder in September 2015, he was also facing several other criminal charges in Douglas County at the time of his sentencing.

The appeals court rejected Andrews’ arguments that prosecutors for the state violated a plea agreement and that his attorney at the trial was ineffective.

Four others were charged with crimes related to Velin’s shooting.

Andrews is currently incarcerated at the Green Bay Correctional Institution.
