New state regulations are designed to retain teachers are going into effect in Wisconsin.

The package was published Tuesday. The provisions allow retired teachers or those nearing retirement to apply for a nonrenewable five-year license without submitting a professional development plan. They also increase the time short-term substitutes can serve in the same assignment from 20 days to 45 days.

Emergency license holders can now renew licenses by showing they’re trying to pass competency tests in their subject area. Teachers who already hold licenses can take competency tests in more subject areas to earn a second license.

These new regulations are part of the Department of Public Instruction’s efforts to fill teacher shortages. DPI is working with the Professional Standards Council and school districts to quantify staffing shortages and develop solutions.
